Timbre => Scale?? This is a great topic. I think the paper is likely related to the work of Roger Shepard and Carol Krumhansl, where they looked at Javanese Gamelan scales, related to the modes of the bells used to play them. One idea might be to not create a new timbre, but actually use a family of existing objects, analyze their modal frequencies of vibration, and devise a scale that emphasizes, reinforces, and makes beautiful music possible with those objects (and synthesized versions of them). I happen to be in possession of a collection of copper pipes, cut in various lengths, like wind chimes. I could let you use them for this project if you like.
