This is a great topic, and at the root of lots
of interesting research.  As you point out, 
accents are really interesting, distinctive,
and thus important.

Unlikely that SPASM/Shiela will be of much help,
given the time you'll have.  Spectrograms and
LPC will likely be your best tools.
